As catalysts for economic and human prosperity, cities are strategically positioned to offer solutions to some of the most pressing issues arising in the wake of the global economic crisis. Yet, while cities ‘can act as the fora where the linkages, trust, respect and inclusiveness that are part of any remedy to the crisis can be built’ (UN-Habitat, 2012, 1), important questions remain as how best to harness urban dynamism and vitality in ways that are efficient, equitable, creative and sustainable. King’s College London is launching a global seminar series on 3-4th October 2013 to bring key decision-makers from the public and private sectors together confront these new limits to growth and explore ways to overcome them. As cities across the Global North and South compete for international investment new forms of competitive advantage are driving urban growth. In turn, the international community is turning its attention to the factors facilitating and hindering this growth: forms of governance; the acquisition and distribution of knowledge and skills; barriers to conducting business; the strength of public institutions; the role of urban planning; corruption; infrastructural quality and information sharing. The ‘new limits to growth’ – and how they might be overcome - will be the focus of the seminar series. Read more: New Limits to Growth Rationale The OECD estimates that up to $70 trillion – 3.5% of global GDP – must be invested globally over the next 20 years to rebuild and upgrade urban infrastructures. Over 60% of this will need to be invested in developed countries. Nothing on this scale is happening: government plans to lift infrastructure spending continue to fall short in North America and Europe as well as many emerging economies. Meanwhile evidence is accumulating that urban innovation has been declining for years with the EU Directorate for Research talking of an “innovation emergency”. While austerity may be severely curtailing public sector budgets, it is not the only factor inhibiting strategic thinking and cross-sectoral strategies. High levels of future uncertainty, risk aversion, continued high rates of government borrowing and the difficulties in accessing credit remain barriers to urban innovation. Cities, in turn, face the increasing costs of maintaining outdated infrastructure, ensuring adequate social and economic support for their ageing populations, providing safety and security, appropriate healthcare, environmental quality and housing.
